Client should use web query until it has address book files
Rather than not be able to see anything, if the client could use web query until it has downloaded the address book files, that would reduce calls to the Help Desk.

Right now, the Lync client will download the address book at a randomly chosen interval between 5 minutes and 60 minutes after sign-in. This can be controlled via the registry in a method described at http://policelli.com/blog/archive/2011/03/16/how-to-force-an-address-book-refresh-on-lync-client/. I think it would make more sense to make this part of the client policy.
There should be a function for a local address book on Lync phone edition. The sync between Lync phone edition and exchange leaves much to ask.
And if you set it up as a commonareaphone you have no address book at all.
