Add "Anonymous callers bypass lobby" option to meeting config

Right now, there is only an option for "PSTN callers bypass lobby", but no similar option for anonymous. It would be nice if this was possible.

Note that this option is already available via the user's client settings, but not in the server policy.

Conferencing policy should separate options for "take control"

Conferencing policies have an option for "Allow federated and anonymous participants to take control". This should be separated into two different check boxes. One for federated, and one for anonymous.

Lync 2013 Web App Configuration

We need a policy or configuration tab under conferencing to control features of the Lync Web App Globally or at the Pool level.

Examples:

- Option to turn off Audio on initial meeting join

- Configuration of timeout for users joined anonymously via Lync Web App

Desktop/Application Sharing - User Control time limit

It would be good to see a conferencing policy option that has a time limit setting for how long someone is able to control a machine, once they have passed the time limit they can request control again, This would be a useful security feature, as users may forget someone has control to their machine leaving the machine exposed.
